Operational Sourcing sits within the Procurement environment. A key deliverable of the Operational Sourcing function is to drive efficiencies by leveraging Babylon’s spend across multiple functions and buying channels. We strive to be the centre of excellence for delivering compliance solutions and driving spend through the preferred route to optimise savings delivery.
The function undertakes and supports the implementation of best fit Procurement processes and solutions to support sourcing activity and lead the effective management of medium to low value spend to £50k.
The team is very active in the business and therefore the individual will need to interact with a wide variety of teams.
As an Operational Sourcing Specialist, you will have responsibility for a profile of spend across a range of categories. Sourcing opportunities are driven mainly through addressing a combination of one-off requirements and recurring spend. You will be executing the tendering process through the E-sourcing platform, supplier management process, negotiating and delivery of savings within your remit, spend analysis and utilising contractual documents.
Babylon segment Operational Sourcing into two areas:-
• Assess the historical baseline, suggest procurement options to the stakeholder, launch a eRFI/RFP to the market using eSourcing solution and contributing to the definition of a preferred supplier list. The process required will be to launch a quotation-based competition process with 2-3 suppliers. This will also ensure an effective buying processes is implemented. Due to the nature of spend there will always be a requirement for some true one-off procurement or complex buys that will require support.
• For smaller transactions the process required will be to complete a straight forward negotiation with a nominated provider or known supplier of the goods or services.
Negotiate Tactical sourcing requirements within defined spend remits
Research and source appropriate suppliers to deliver against Babylon requirements
Drive compliance to increasing the use of preferred suppliers where possible
Own and deliver Savings against the Operational Sourcing plan; including financial reporting to meet the business objectives/targets
Drive compliance to the PSL to provide incremental savings opportunities
Lead re-education and advise customers and stakeholders on total procurement activities from requisition to payment within defined commodities, highlighting any opportunities to improve workflow and drive adherence to Babylon’s procurement policies
Prepare RFX requirements for eSourcing initiatives to execute competitive bid events (RFP, RFI, RFQ, or auctions)
Manage requisition process, key point of triage to defined sourcing channel
Manage sourcing projects from proposal development through to sourcing strategy to recommended supplier selection and final negotiation of pricing and terms of contracts
Deliver the client specific Operational Sourcing commodity strategy
Undertake monthly spend analytics
Manage day to day commercial interactions with and Suppliers to conform to contract
Manage the Supplier on-boarding process
Set up, manage and maintain the contract lifecycle management tool
Ability to develop relationships internally and with suppliers
